Russian President Vladimir Putin addressed an African initiative aimed at fostering peace in Ukraine during a press conference after meeting African leaders in St Petersburg. While acknowledging the potential of the peace plan, President Putin cited difficulties in its realization due to ongoing Ukrainian attacks.
The African initiative proposes confidence-building measures as a starting point, followed by a cessation of hostilities agreement and negotiations between Russia and the West. According to Putin, certain provisions of the initiative are being implemented, but challenges persist in achieving others.
One crucial aspect of the initiative is a ceasefire, which would facilitate the commencement of peace talks. However, President Putin highlighted that the Ukrainian army’s offensive stance and large-scale strategic offensive operation make it challenging for Russia to agree to a ceasefire while under attack.
Despite not outright rejecting peace talks, Putin emphasized the importance of mutual agreement between both sides for the process to begin. Ukrainian President Volodymyr Zelenskiy has expressed reservations about a ceasefire at present, as it would leave Russia in control of a significant portion of Ukraine and allow its forces time to regroup after months of war.’
